Response from MND: Civilian Classification Report

Dear Mr. Lick:

I am writing in response to the report sent to me by your predecessor, Mr. Gary Walbourne, dated September 28, 2018, entitled Positions over People: An Investigation into the Delays in the Administration of Civilian Classification at the Department of National Defence.

The investigative team was diligent throughout the process, and the recommendations will prove to be very helpful in augmenting our current plans. The report’s timeliness and findings are aligned with a number of initiatives already under way, and I have been advised by the Deputy Minister, as the accountable officer for Human Resources, that she agrees with the findings and that the Department is committed to addressing the recommendations contained in the report.

In particular, the investigation highlights a number of concerns regarding delays in the administration of classification including, but not limited to, classification grievances and job description currency. It is recognized that the Department needs to do better in addressing grievances and ensuring that all employees have an up-to-date job description. 

As well, the Department will maintain a strong focus on data integrity, education and process improvements. To this end, I have asked that the Deputy Minister pay particular attention and monitor initiatives to ensure that progress is being made to improve the classification program so that it is reflective of Strong, Secure, Engaged and is caring for our people.
